You are the government.
You have been given orders by your
masters to reduce working wages.
You rely on collecting most revenue
via PAYE tax, so if you reduce wages
you also reduce your tax take.
The solution is to shift the taxable
area to spending, away from earning.
This is accomplished by a Goods and
Services Tax.
Once a GST is in place you can reduce
pay rates in comfort, and still fool
the working dullards!
Those who hold the nation's assets
still remain on their tax holiday,
of course...
