WHILE everyone is wondering whether the US will go to war alone (i.e., with us) or consult, the war has already started. We wanted to know whether Bush would talk or fight; he's doing both. The softening-up process has begun. The Gulf War never finished; it just got de-escalated. Now it has been re-escalated. Why would Saddam make any concessions whatever in order to avoid war when he is already at war with the US? Iraq wants a guarantee that once the weapons inspections have finished, the sanctions will be lifted, the bombing stopped and the no-fly zone removed. The US has never been prepared to give that guarantee. If you want someone to surrender, you have to let them think that you'll stop hitting them when they do. |
