Well from the multiple capacitors and large heat sink I would say it is a atmospheric energy extracting device. Such instruments are needed to pluck the overabundant forms of energy (ie excess CO2) in our atmosphere and thus curtail the effects of man induced climate change. The numbers obviously refer to the number of kilojoules of energy it had acquired. |
