When the U.S. began sending astronauts into space they discovered that ballpoint pens would not work in zero gravity. To overcome this problem, NASA scientists developed a pen that not only writes in zero gravity but also upside down, underwater, on almost any surface including glass, and at temperatures ranging from below freezing to more than 300 centigrade. This exercise took the U.S. 10 years and cost $12 billion. The Russians used pencils.
